Do EU anti-fraud bodies work together efficiently?

The European Court of Auditors (ECA) would like to invite you to an online press briefing on its upcoming special report on the EU’s anti-fraud architecture. The report will look at the EU bodies fighting fraud – the European Public Prosecutor’s Office (EPPO), the European Anti-Fraud Office (OLAF), the EU Agency for Criminal Justice Cooperation (Eurojust), and the EU Agency for Law Enforcement Cooperation (Europol). The briefing will take place at 11.00 a.m. CET on Monday 15 December 2025.

The purpose of the briefing is to provide a detailed overview of the audit, and to put its conclusions and recommendations into context. There will also be an opportunity to discuss the report with ECA Member Katarína Kaszasová and representatives of the audit team.

To allow for an informed discussion, confirmed participants can receive an embargoed copy of the report and press release upon request ahead of the briefing. Both documents will be published on the ECA website at 5.00 p.m. on Monday 15 December.

Background

The EU’s anti-fraud architecture envisages two ways of investigating potential fraud: administrative investigations carried out by OLAF and criminal ones by EPPO. These bodies may be supported by Eurojust for judicial cooperation and by Europol for police cooperation. The auditors assessed whether the mandates of EPPO, OLAF, Eurojust and Europol were clear as regards their responsibilities for fighting fraud and how they support each other. They also examined the exchange of information between EPPO and OLAF, as well as the European Commission’s oversight and wider role in ensuring that the EU’s financial interests are protected, including the recovery of fraudulent amounts. The report comes against the backdrop of the Commission’s review of the EU’s anti-fraud architecture, which was launched this summer.
