Online-Discussion on 24 November about COP28: Negotiators from North and South meet science and civil society

University of Augsburg, Germany, will look at 23 November at 18:00 ahead to the UN Climate Change Conference COP28 in Dubai with an online-discussion. The leading negotiators on loss and damage from North and South will discuss the factors for successful the factors for successful implementation of climate finance with and civil society, and provide an outlook on the key issues and expected key issues and expected outcomes of COP28.

The final discussion will also be available on site and via livestream. Use the discussion for advance reporting or background discussions on COP28.

One week before the annual Conference of the Parties to the United Nations Framework Convention on Climate Change (UNFCCC) and the Paris Agreement, this panel takes a look at the status of international negotiations. At the top of the agenda this year is the "Global Stocktake". The extent to which the national climate protection contributions made by all countries to date are sufficient in total to limit the rise in the global average temperature to 1.5-2°C will be analysed. It is obvious that the contributions made so far are not enough. However, it is controversial who now has to make improvements - all countries or just certain ones? What role can the German initiative for a global target for renewable energies and energy efficiency play? Another point of contention is climate financing. The industrialised countries wanted to transfer $100 billion annually to the developing countries between 2020 and 2025, both for climate protection and for climate adaptation. This target has been missed every year since 2020. Will the target be met this year? And finally, the operationalisation of the fund for unprevented damage and losses due to climate impacts, which was agreed last year in Sharm el-Sheik, is pending. What issues are currently standing in the way of an agreement?

This panel brings together negotiators from North and South on the topic of loss and damage together with representatives from science and civil society. Together, they will discuss the factors for successful implementation of climate finance and provide an outlook on the key issues and expected outcomes of COP28.
