EU defence policy: where are the potential gains and pitfalls?

On Thursday 3 September, the European Court of Auditors (ECA) will publish a review of the challenges and opportunities arising from the EU’s evolving defence policy.
Background
While the Treaties anchor defence within the sovereignty of EU countries, the deteriorating global security situation is shaping a new and evolving policy landscape in the EU. Russia’s full-scale aggression against Ukraine in 2022, geopolitical turmoil, the erosion of the global multilateral order and other events have made EU countries realise that the EU needs to become more capable when it comes to defence. In response, the EU launched several initiatives enabling member states to collaborate and pool their efforts to strengthen the European defence technological and industrial base. Covering the period from 2020 to July 2026, the auditors’ review provides an analysis of the EU’s defence policy and its latest developments, in particular on significant issues related to financial management, governance, transparency, and accountability.
