Romanian Air Navigation Service Provider equips Emergency Area Control Center with latest Rohde & Schwarz voice communications system

The R&S VCS-4G voice communications system has successfully passed the final site acceptance tests for the ROMATSA Emergency Area Control Center, which covers the complete Romanian airspace.

Romanian Air Navigation Service Provider ROMATSA equipped its emergency area control center (ACC) with the IP-based voice communication system R&S VCS-4G from Rohde & Schwarz. The R&S VCS-4G system was deployed at the end of 2012. It provides air-to-ground and ground-to-ground communication services that are designed to take over if both the main and standby VCSs of ROMATSA ACC in Bucharest fail. For redundancy purposes, system components of the emergency system are distributed over several locations in and around Bucharest.

ROMATSA staff at the emergency ACC now communicate completely independently of the main and standby VCSs with access to VoIP radios across the nation and to all national control towers. Ground- to-ground communication with neighboring Air Navigation Service Providers (ANSPs) is assured by using MFC-R2 lines. Communication between the emergency systems and the radio/telephony resources of ROMATSA will be made using the ROMATSA's IP network infrastructure. System integration was performed by Rohde & Schwarz Topex SA.

Voice over IP (VoIP) systems conforming to EUROCAE ED-137 specifications are the up-and-coming communications technology for ATC, replacing obsolete TDM-based systems. The fully IP-based R&S VCS-4G voice communications system adheres to this standard. Rohde & Schwarz added the R&S VCS-4G state-of-the-art solution to its ATC portfolio in the spring of 2011. The R&S VCS-4G features a fully redundant design with many interfaces to external systems, such as a voice recording system and telephone lines. Due to its unique architecture, the system is scalable and can easily be expanded without replacing existing equipment. R&S VCS-4G already implements Next-Generation ATC requirements such as asset sharing, facility consolidation, geographical distribution and virtual center, all of which support the efficiency and safety objectives of global aviation.
